Solution

Start following the line from the bottom left as if you were drawing it. Whenever the line makes a turn such that the next line segment would cross an already existing one, measure the outside of the angle of the turn that was just made. If a line segment crosses multiple others, include it twice. Interpret the angles as ascii, and it will spell guillotine.
